GIF is a picture format from 1987, and it shows. Every single frame is stored as its own bitmap limited to 256 colours, with no knowledge of the frame before it, which is why a three-second animation can weigh 8 MB and still look blotchy. Video codecs work the opposite way: they store one full frame and then only what changed, so the same animation as an H.264 MP4 commonly lands at a tenth of the size — sometimes a fiftieth — and keeps the full colour range while doing it. This converter does that swap entirely inside your browser. The GIF is read from your disk, decoded frame by frame, and re-encoded as MP4 on your own machine; not a single byte is uploaded, there is no queue, no watermark, no sign-up and no file leaves your device. It also fixes the things that quietly go wrong in a naive conversion: frames that claim a delay of 0 or 10 ms are played at 100 ms, exactly as every browser plays them, so the video runs at the speed you actually saw; and odd pixel dimensions, which GIF allows and H.264 does not, are trimmed by a single row rather than padded with a visible border.

No. The file is read from your disk, decoded and re-encoded entirely inside your browser, and the result is handed straight back to you. Nothing is transmitted at any point. Besides the privacy, this is why the tool starts working the instant you drop a file in: an ordinary online converter has to receive your whole file before it can begin.
For a typical animation, somewhere between five and fifty times smaller. The saving is largest when most of the picture stays still between frames — a talking head, a screen recording, a subtitled clip — because a video codec only stores what changed, while a GIF stores every frame in full. Animations where the entire picture changes constantly save less. Very short or very small GIFs can even come out slightly larger, and the tool says so plainly rather than pretending otherwise.
In practice it usually improves. A GIF frame is limited to 256 colours, which is what causes the banding you see in gradients and shadows; MP4 has no such limit, so those bands do not have to be reproduced. The encoding is lossy, but at the bitrate used here the loss is far smaller than the damage GIF's own colour reduction already did to the file you started with.
Looping is a property of the player, not the file, so it depends on where you use it. On a web page, a video tag with the muted, loop, autoplay and playsinline attributes behaves exactly like a GIF and is the standard way to embed one. In chat apps, MP4 files usually loop automatically as well. The output has no audio track at all, since a GIF has no sound to carry over.
Only when the file asks for something no browser honours. GIF stores frame delay in hundredths of a second, and a great many exporters write 0 or 1 there, meaning “as fast as possible”. Every browser engine — Chrome, Firefox and Safari alike — replaces any delay of 10 ms or less with 100 ms. If a converter copied the raw number instead, the resulting video would run roughly ten times faster than the animation you were looking at. Delays of 20 ms and above are honoured exactly as written.
The limit is memory rather than file size, because every frame has to be unpacked into full-colour pixels first: frame count multiplied by width and height is what counts, not how many megabytes the GIF takes on disk. Ordinary animations are nowhere near the ceiling. When a file would not fit, you are told before the conversion starts instead of watching the tab die, and the GIF editor on this site can trim or shrink it first.
MP4 has no transparency at all, so transparent areas have to become some solid colour. This converter composites them onto white, which is what stickers and logos are almost always designed to sit on. If you need real transparency, keep the GIF, or use a WebM file with an alpha channel instead — an MP4 cannot carry it, whatever tool produces it.
