Frame sampling keeps one frame out of every few, which usually cuts the size to a fraction of the original — and combining it with resizing and fewer colors compresses even more. Because everything runs locally in your browser, common GIF sizes work well; very large GIFs with too many frames may be limited by your device's memory.
