How do I crop an image into a circle?

Pick the Circle shape, then set the ratio to 1:1 for a perfect round (other ratios give an ellipse). Export to PNG or WebP and everything outside the circle becomes a transparent background automatically.

Do circle and rounded crops keep a transparent background, and why can't I export JPEG?

They do. Exported as PNG or WebP, the corners outside the shape stay transparent. JPEG has no alpha channel and would fill those areas with a background color, so JPEG is disabled automatically for non-rectangular crops like circle, ellipse or rounded rectangle — use PNG or WebP instead.
